I imagine the insurance would be sky high if you were going to operate 'for-hire'.
I was only going to use mine for private use not-for-hire. Even then, the insurance would probably be high, due to the high passenger capacity, and the size and weight of the vehicle. If seats were removed and the bus was licensed as a motorhome, it would probably be cheaper to insure.

Oh, come on! They don't actually come out and survey the bus, if declared as a "Motor Home" class? Do they?

This hypothetical needs some scheming. I suppose such an owned vehicle should: Have a "base plate" in a more reasonable State.
And, therefore, appoint a Resident Agent in the State, so the "Motor Home" adventure is in the purview of the Agent.

Cables under load! GASP! They can kill, which is another downside. So, too, can the old tire and wheel risks, as noted by "Mr 'L'"...

Frankly, to insure my MCI Classic for hire the cost in NYS is 18,000 a year. If it is for personal use..here's what they did for me. They actually stamped "NOT FOR HIRE" right on the registration. In the event I did get pulled over and the cops saw passengers on board...WHOA! I could go to jail. I"m not joking.

In response to Vern below..here's the thing about checking. I asked the people at the motor vehicle department while I was registering the bus if I can register it as a motor home. Her reply was I would have to show proof before they would allow that to happen.

Lastly I had it registered as a for personal use and not for hire, insurance cost me $6000 per year. Don't drop your jaws there people...I had it only for 4 months! I did not want to remove the seats..it was the only pure NYBS Classic still in it's NYBS colors as delivered..please..no more talk about this..it's too painful! How could they prove that the bus load of people weren't just friends of yours going with you to a picnic?
