But human rights report says plea still ignored
By SARAH GREEN, CITY HALL BUREAU
David Lepofsky won his fight with the TTC, but the Toronto lawyer said yesterday blind commuters around the province are still battling transit systems that won't call out stops.
The province's Human Right Commission found 31 of Ontario's 38 transit systems will be calling out all stops by the fall, a finding Lepofsky called "bittersweet."
Lepofsky, who is blind, waged a 10-year battle against the TTC to have subway stops, then bus and streetcar stops announced for disabled commuters.
Ontario's human rights tribunal ordered the TTC last July to announce stops on its buses and streetcars within 30 days. The ruling required drivers to call out stops until automated systems were installed on all TTC vehicles. (The TTC began announcing subway stops after a 2005 tribunal decision.)
"If you've got to do it in Toronto, it's unjustified to not do it anywhere else," Lepofsky said. "There's no excuse."
The human rights commission report this week urged transit systems around the province to announce all stops by the end of June.
"Those who have delayed in their response therefore leave themselves vulnerable to human rights complaints," the report said. "Ideally, organizations will use their resources to immediately implement manual stop announcements, rather than defending delays and barriers to accessibility."
Lepofsky called on the commission to take action against transit systems refusing to comply.
"There's no iron fist in the velvet glove," he said. "No individual should have to go through what I went through in communities where they're not acting quickly enough." |
